Naruto was already confirmed to have been rusty, and Sasuke hasn't been mentioned/seen as having done any significant training aside from learning how to fight with 1 arm.
Sorry but Kurama says we he never said Naruto hasn't. Two different meanings here. Kurama implies that they as a team have not worked together in a while, in the sense of Naruto using his powers.Kurama says Naruto didn't and I doubt Sasuke encountered any challenging enemies.

It doesn't really matter if Naruto can't play with Bolt. By that time they were already in their prime, so training constantly is really moot.
