Maybe because naruto is always that soft soul until he gets angry, whereas sasuke draws a sword immediately never showing mercy because uchiha are cold (which is why they TEND to be the best antagonists).

Well, Madara was always inferior to Hashirama, and even after Madara got Hashi's power they still were equal. Madara surpassed him only after he was reborn with rinnegan and became JJ Madara.
