It was mentioned that she needed an army for something. So I guess it's logical that there would be someone more powerful than she is. Its kinda exciting. Cuz naruto and sasuke no longer have the seals. So if they fight, now they would actually have to kill this so called threat and not just seal him like they did kaguya.

Even after gaining all that power. She still felt she needed an army of white zetsus. There is no way the person she did all this for is less powerful than she is.
