The only thing that base mode is not able to do is to throw it, that's it. There's no difference between sm and base at frs.

If RSM barely reacted to Sasuke (RSM has the best reactions in probably the whole manga, fastest footspeed, etc.) how the hell is BASE Naruto going to match something like that. He can't sense Amenotejikara, why? Cause Ameno is instant, he will be hit before he even realizes Sasuke isn't in the same spot.
