In The Last, Sasuke deactivated his Rinnegan?
SP made him deactivate his Rinnegan (Or they forgot to put Rinnegan).

But Kishimoto didn't make him deactivate:

That's why Sasuke covers Rinnegan with his hair. (Just like Kakashi covered Sharingan)

I mean, it doesn't really change anything if he can or can't. Madara was able to switch from Rinnegan to EMS, and even if we write that off as an effect of Edo Tensei, the possibilty still exists.

Nope.

Sasuke entered the village with it deactivated in The Last, then had it active when he turned to look at Kakashi. One scene with it active means nothing as we could pick out a scene with Naruto's BSM active, and claim he can't deactivate that.

If the original wielder's eye is an evolution of the Sharingan, they can deactivate it. Just as Madara did, just as Sasuke has.

Perhaps sasuke just likes to keep it activated, there is no reason why he shouldn't be able to deactivate it

OP has a point. Studio Pierrot has screwed up some things animation wise before. If Kishi draws a page called "The Rest" and Sasuke's Rinnegan is still active, then most likely he can't deactivate it.

But of course, people above ignore key pieces of the information presented, and decide to use what the animation studio produced over what Kishimoto himself sat down and wrote.

Studio Pierrot probably did screw up. Especially some of the Character designs but I don't get why people say the Last is filler when it's written by Kishimoto himself.

Kishi = Draw Designs of Characters and Rewrite The Story.
Kishi drew Last Sasuke's design (still Rinnegan), but He didn't make Sasuke deactivate Rinnegan.
SP = Create Animations
