Is Base Naruto Weak & Slow?

1: Does base Naruto have any speed feat?

2: Is Rasengan base Naruto only attack?

IMO he is weak and slow in base... Notice how in mostly every fight he goes into some form of Kyubi mode or Sage Mode to start off... Even in the recent Gaiden, he went into some Mode in order to stop a simple weapon attack when he could've easily just used his formerly signature technique, shadow clone Jutsu, in order to both stop and counter the attack and achieve the same results...

Rasenshuriken stopped damaging his hand after he improved it with sage mode. He even used RS in the last with no damage to his hand if you want proof and he's pretty fast in base for saving chocho & sarada from a three tomoe sharingan user.

Well he killed Kakuzu, which Kakashi couldn't do, and he fused with Kurama, so even in base he had more Chakra.

That was a kyuubi Rasen Shuriken in the last, not a base attack.
