Deidara wins with medium to high difficulty. The biggest challenge, I'd believe, would just be locating Mei. That coupled with strong Suiton on Mei's part, could waste a lot of clay up. Though I don't see C4 being countered.

Deidara definitly wins, then.
The only waybfor Mei to truly defeat him would be on an enclosed location (like when she fought Sasuke) since it anplify the effectiviness of her abilities while simultaneously hampering Deidara's greatest asset: his flight. On a place like Samurais bridge Deidara have in the bag, because while Mei could bring him down with her huge water dragons, Deidara already avoided Shukaku Gaara's sand. Eventually he'll win.
