As the above said, Susano is a manifestation of the user's chakra, you still need MS or EMS too make it though, to use susano without MS or EMS you must have complete mastery over it usually signified when the user can use PS as they can stabilize Susano from there. Sasuke used PS without EMS against juubidara's meteor CT storm as he already mastered Susano. Itachi using Susanoo while nearly blind is completely different than using it without eyes. Itachi may have still had his MS activated but we couldn't see it.
