Well she is suppose to be a main character. I wouldn't put her on Sasuke or Naruto level so it makes sense (to me) to call her a tritagonist. Sakura's cool to me but I think Kishimoto is making up for his bad development and mistakes in Gaiden with Sarada.

did she ever have character development except for the last chapter? No, not even then, she was still being a ***** over sasky, just like she was from chapter 2 in the manga, she remained a shitty, psychopathic girl who was obsessed with a guy because she thought he looked good despite showing he didn't care for her 1 bit and trying to kill her, she was willing to die for him despite all that, jesus christ, this is by far the worst character in NV, even worse than Pedobito.
