I have thought long and hard about this and I have found no perfect answer. Kishimoto should have abandoned Kaguya arc and focused on this. It is like he said let there be peace and there was peace. No explanation
. Guess I am a fool. When the greatest of philosophers and anthropologists have no solutions, how can I expect Kishimoto to have one.
However I think this maybe one of the ways to look at the situation :-
1) Like in countries where no war is ensuing, militaries are kept up and research and development is still carried on. This does not mean that the country wage wars, however the military is kept paid and engaged and thus everyone is happy for the moment. So I think it would be in the best interest of people to keep the Shinobi system alive via donations, even if the Shinobis refuse to do certain unethical missions. This would at least keep them safe as they know there is an army of sorts protecting them.
2) Now the Ninja system has always been funded directly by people or beneficiaries. So there has only been incentive to accept missions, however unethical. That has to change. It has to become like it is in most countries. Ordinary citizens pay TAX and a part of tax is used to fund army. This is how it has to be in the Ninja countries. You want army to protect your borders ? Fine pay tax. This tax would fund army and no one would die hungry.
3) As it has been shown that the development is taking place and it has also been shown that lately Ninjas have been passive. So I think as per the laws of demand and supply, the more lucrative position would be that contributing in development. Hence majority of new gen youth should look for employment in these booming industries. Since temporary peace has been achieved, the intake of the Shinobi system must be much lower and thus more people should be encouraged to find job elsewhere. This would create a stable economic system in the world of no war.
4) Finally when most of the people have been employed in operations elsewhere, it is obvious that the power centre must also change from Hokage or shinobi to elsewhere, generally a elected representative such as PM or President
So to conclude, for a stable economy Naruto can take the following steps :-
1) Ensure a cap is put on maximum number of Shinobis in each village. This detail can be finalised with round - table negotiations.
2) Enter into discussions with daimo or whatever to impose tax for ninja activities. The ninja would then only consider request from elected peoples representatives and not people directly. Also salary system should not be as per mission completed. This would address the need to wage war problem
3) Now since there is a cap on max shinobis, people find employment elsewhere.
4) Slowly shift the power centre to elected representative head system rather than the military or the shinobi head system
The thing which I have not issued here is the bijjus. I think they were most stable when they were evenly distributed, thus distributing powers. I still think that is how it should be. :sdo:
