Ever since Kishi introduced the idea of world peace into the manga I thought it was a huge mistake, mainly because it's just an impossible goal to achieve and it seems completely counterintuitive for a shonen battle manga.
The reason why I believe this doesn't work in-universe is because of the entire premise of the show. This is a world built around ninja mercenaries taking jobs which involve killing other people and getting paid to do it. The money ninja's bring in is the foundation for their economy: no missions no money, no money their entire economy collapses. The only way for there to be peace in a world like this is if everybody stops being Ninja's, but no ninja's no money it's a paradox that Kishi doesn't even bother to address.
Even Pain brings this up in chapter 436 he says "The land of fire and Konoha have grown too big. The nations make war to protect their interests and for national gain. If not, the people would starve. But the battleground was always our small village, our small land. And each time, our land laid waste and people left impoverished."
Konoha MADE WAR for national gain becuase otherwise PEOPLE WOULD STARVE war in Narutoverse brings in money and resources. How can there be peace in a world that RELIES on fighting and war to fuel their economies. Convientely Kishi doesn't even address these questions.
If Naruto was serious about peace he would abolish the ninja system and the people of this world would of had to find another way to support themselves that brings in just as much if not more money than missions and war. But like I said this is a shonen battle manga and peace doesn't fit into this story. That's not to say it couldn't fit Kishi would of had to change the ending drastically tho.
