Naruto without a doubt. Yeah his own son is causing him problems, but Naruto can't help that with being the Hokage.

This. We get 1 scene of Lee with his son training, we get a scene of Naruto sparring with Bolt a little so that evens that out for me. At the end of The Last we see Naruto and Hinata play with their kids which is years before Naruto became Hokage so Naruto spent more time with Bolt until he became Hokage and couldn't but he still used clones to try and spend time with Bolt. Until we get more scene time of Shikamaru and Lee with their sons?
