This is just a theory but things are only starting and we have already encountered shin who happens to be a MS user and a minitentails who seems to wield kamui visual prowes and if just a minion is wielding the most powerful doujutsu of NV, it may be logical to think that the boss e.g. hooded akatsuki is stronger than shin and minitentails who wields something similar to kamui so the hooded akatsyki may awaken the rinnegan, maybe that´s the reason he wants sarada for, to still sasuke´s dna and chakra.
And if this level of power is shown in the 4th chapter it's only logical to think the scale is going up in the next few ones.

You need the Ashura and Indra chakra to fuse together to gain the Rinnegan and that takes like 70 years to happen.

If you actually bothered to look it's a regular Sharingan that the Mini Ten Tails has.
