Yes they have. For example, when that one reporter found out Roger's bloodline was still alive, he dropped his pencil and pad out of utter fear. Kizaru's presence on the island created mass panic. Monet's inability to control herself is simply one form of panic, so Kizaru instilling panic to an island is just as good. Whitebeard, being of arguably the same stature as Kizaru and if not the same, greater, is also capable of causing such panic and has done so to Marines. Dragon's name alone caused outcry among Marines who were visibly shocked and disturbed by just his name alone. Pica caused the same kind of panic to those guys who laughed at his voice. Doflamingo has done it to citizens and his own crew, as well as G-5.
Even if it's not exactly the same as making someone lose control of their body, it's on the same level since they're just different forms of the same emotion: panic and fear.
