Because Kaguya has two sons and Hagoromo doesn't have her Byakugan or bone genes. Kaguya clan + Hyuga + special Senjutsu = Hamura

The bones also remove the Byakugan's blind spot and enables to Hyuga to use long range jutsu and gives them a body strong enough to tank any jutsu

That's all just fanfic. Hamura already has two children(clans). Hyuuga clan members and Ōtsutsuki clan members. As the movie has probably shown, Ōtsutsuki + hyuuga = Hamura.

For all you know kaguya clan could be descended from hagaromo, maybe a branch-off from one of the clans. Like the uzumaki being distant relatives of senju.
