When Madara fought the 5 kages, he had the rinnegan activated and he still used Susanoo.

When Sasuke fought Kaguya, he had the rinnegan activated but could still use and control Amaterasu and Susanoo.

Does this means that Obito and Nagato could have used MS jutsus?

They can't, they aren't the original users and therefore they won't be able to use the abilities of whatever eye that evolved to rinnegan.

You are forgetting, that Kakshi used the perfect Susano due Obito´s double MS.
Nagato cannot used it, because he was not born with Sharingan.

Madara was able, because he used Asura chakra and Indira´s chakra to obtain the Rinnegan.

The Susano'o gets stuck to the soul of the person. Isn't that why Madara was able to use it while he was blind?

Susanoo is not a MS jutsu or dojutsu per se. It just comes with the original owner's DMS awakening.

As for MS techs, I suppose the users have to revert to MS first before using them (which none other than the original owner can), given that madara had to revert back to EMS to cast genjutsu on Ay.

Sasuke's rinnegan is an exception

Susanoo isn't a specific to MS jutsu only.

Only Sasuke has been shown using Mangekyou techs with his Rinnegan. Madara had to switch between Rinnegan and Sharingan

Kakashi wasn't born with Sharingan either but we see him use Susano'o.

OT: In theory yes, but most likely not.

:lol Nagato never even had a Mangekyo, how do you even want him to perform Mangekyo techniques? Only the user that actually evolved the eye to Rinnegan can do that.

As for Obito, he replaced a regular Sharingan with the Rinnegan that wasn't his, so I don't see why he would be able to do so, either.

um well obito did use his MS jutsu when he had a rennigan just not when he became the jinchuuriki for some plot shield reason.

and nagato was completely unaware of the origins of his eyes and just thought he was a special boy. either way even if he had known i don't think he'd even know where to start using the MS jutsu

People are forgetting these:

He shown to combine kamui and outer/preta
Nagato and Obito however can't show the Ms ability of the implanted rinnegan because it's not their original eye.

While for those who believe that Obito cannot use the rinnegan and implanted it for no logical reasons asked, then the answer is "no."
