I think naruto is more nerfed than sasuke in VOTE 2
-How sasuke got bijuus all of a sudden.
-naruto with rasengan tipped off by a small stone
-no use of 9 bijuu RS against sasuke
-no use of boiling release and ultimate physical strength which he used against kaguya
-no use of 1000 RSM clones which he used against kaguya
-no use of TBBRS which made Continental sized CTs look like as a small rock
If you are talking about power they originally had, then naruto was probably nerfed more. Considering sasuke could only do 3 rinnegan tech, There wasn't much to nerf.
However for the fight, Sasuke had all the tailed beasts under his command. So i would say he was severely nerfed. Naruto should not have stood any chance. But then kishi had sasuke use just a bit of their chakra. I really don't see why. Even after being knocked to the ground, he still had the bijuu under his control and in CT up in the air, yet Kishi claimed he couldn't use his rinnegan.
Also sasuke said naruto was almost out of bijuu chakra. So i don't really think naruto could use 9 Bijuu RS. And even Kurama was out of chakra, so he couldn't spam TBBRS against sasuke like he could with madara. But after absorbing sage chakra he did throw one. If you look, it's one of the techs he tosses at Indra's arrow.
Also, it's one thing to create 1000 clones, it's another to create a 1000 clones in bijuu mode. I really don't think he could.
In any event, for the first time, amaterasu was blocked by chakra cloak, shouldn't it have burnt through? Even the juubi couldn't protect itself from amaterasu. Someone mentioned that naruto simply canceled the chakra cloak, thereby cancelling amaterasu so maybe there's that. But I still stand on my opinion of that final attack. Amaterasu should have burnt through rasengan. What happened was simply not possible. Manga logic does not allow it.
