a time skip doesn't neccessarily mean that a character becomes stronger after. remember in dbz, when it was stated by goku and vegeta that early buu arc gohan was weaker than his cell games version? it's because he didn't train, right? well naruto did just that.
proof:
boruto is mad at his father for very rarely spending time with him (if naruto did infact continued training during the time skip, its only logical for him to take bolt with him)
every chapter hokage naruto was shown (ch 700 to gaiden chapter 2) he was in the hokage office either attending important meetings/or glued to a chair doing countless paper work
the ninja world is at peace by the end of the series, so theres really no point for naruto to train (unlike the hokages before him, they actually had a reason to train as the world was at war during their reigns)
naruto got rusty in gaiden. unable to evade bolts kick on the first chapter means his reaction time had drastically decreased. unable to differentiate whether the bolt he was fighting was a shadow clone or real means his senses got weaker. unable to outrun sarada dragging chocho by the arm with sage mode active despite having a head start means he got slower.
shin was impressed when naruto came to the two kids aid in chapter 3. i think shin knows that narutos power had dramaticaly decreased over the years.
i think next chapter will prove this thread of mine. naruto is going to struggle against shin. i promise.
