but putting the whole NV under genjutsu without IT is impossible
also placing the beasts under genjutsu was OP but not much of a deal in the sense that he couldn't use a genjutsu on both yin kurama and naruto in the valley fight
point is he is pretty good with the eye but the he can only do so much without being a jinchuriki
also,genjutsu on thousands of fellas at a glance is gonna run him crazy in that the chakra in their bodies has to be controlled something the one person i think could possibly pull off is naruto(no offense meant)

At least my assumption is based on presented manga facts. Kakashi kamui something like the moon would be impossible since his limit was the gedos arm.... If you can't accept facts then idk what to say man.

Of course he can. It's pretty obvious since his genjutsu doesn't require eye contact but only a visual glance to activate. It's kind of cheese but he can do it.

NV level Genjutsu is only possible with more chakra. He cannot do it, because he lacks chakra. Though on the other hand if he summons the Mezo and syncs himself with it, then NV is done.
I do agree that his Rinnegan genjutsu is severally under-rated, given that the Sage was shocked how powerful it was. It can definitely put a village under genjutsu, that's for sure. I mean, if someone like Kakashi could use one Sharingan to put two Root members under genjutsu, then why not Sasuke?

There is no difference between this and IT bar Chakra, given that this is the eye the Tree's flower has. It isn't a small knock out Genjutsu when the beasts couldn't get up at all. IT can be broken as well with Sasuke's Rinnegan. The point is that even if he wanted to knock people out, there are just too many people.
I can get a densely populated village like Konoha, but the chakra is where he loses the race. My two cents.

The abundance of chakra contained in the nine bijuu shouldn't be far off the juubi I believe, so Sasuke can technically put the Juubi under his control with a single glance as well.
Now look at where I'm going with this.....
Naruto was able to share Kuramas chakra with the shinobi alliance and I'm going to round it out to about 1000- 5000 people to be fair....

However, Sasukes chakra control was said to be unrivaled and was on the sages level by Kurama.

It shouldn't be hard for Sasuke to take control of an army with a size 5000+ by a single glance, if lets say he was at this angle.

Furthermore his techniques can be transferred over to other fodder bodies and by doing so Sasuke can have rinnegan puppets look over entire villages if he desired. Of course this is without him ever having to step out of the forest...

Conclusion:
After overlooking these manga facts I can confidently conclude Sasuke has the ability to mass genjutsu the entire NV as we know it. It is similar to the scale of IT except Sasuke won't have to use the moon for anything.
