Sigh, with KA restricted, this is more of a fight. Anyways, Danzo is a kage level ninja. With Hiashi, he will have no reason to have Izanagi constantly on. He can't fight close combat, so he'll do his long range thing, using that baku summon and wind tech. By feats, all hiashi has are juken and kaiten and gentle fists. and even with KA restricted danzo still has basic sharingan genjutsu. He can also switch on izanagi whenever he wants. So Danzo takes this.

Danzo, he can use his massive amount of Sharingan to "predict" or "slow down" (not really slow down, but in his sight) Hiashi's movements. I don't know a whole lot about Hiashi though, so I could be wrong.

I really want to say Danzo, but almost all of his techniques are beaten by his rotation, with possibly only Baku enhanced Fuuton getting through that.
