We see here the Hooded Man is wearing an Akatsuki robe

Shisui was loyal to his village. Akatsuki are rouge nin therefor abandon their village. It makes no sense for it to be Shisui. Also Shisui showed compassion for Sasuke at a young age. They are both Uchiha therefor family. In any case Shisui wouldnt hold a grudge against Sasuke. To be honest if Shisui were to be angry at anyone it would be Itachi for killing the entire clan. (Shisui's parents maybe siblings?) Sasuke never really attacked Konoha and the only thing he really did was kill Itachi and Danzo. In fact Shisui would feel avenged having Danzo die at the hands of an Uchiha.

Except Obito was still a kid and fell for reasons most can comprehend, if that is Shisui, he turned evil because Itachi went through with a plan he was in on and turned Sasuke against him (which he should've for seen).
