I don't think Bolt knows about Naruto's past, don't see Naruto telling him yet, maybe he will in the future but I can see Minato telling Bolt how hard a life Naruto had, being alone and hated. Naruto wasn't Hokage long, weeks or a few months and we can assume Naruto spent good time with his kids from the ending in the Last is of Naruto and Hinata playing with the kids. Even now he still plays with Bolt via shadow clone.

Except we need more info to really say that, we don't know if Salada really was created by Orochimaru and if she was then can you say she's really Sasuke's daughter? Or maybe she doesn't have a long life and Sasuke is tracking Orochimaru down to try and find a way she can live a longer life? Many questions. If it's really his daughter and he haven't talked to her or seen her in years then yes he's a bad father. Remember there's no record of her birth in Konoha.
