Sakura does not have better chakra control than Naruto and Sasuke

You expect Sakura to rasengan her patients? Why would she waste her time learning a skill that cannot be of much use? But that doesn't mean she couldn't learn it. If she tried and couldn't then you could say that. It's just pointless as claiming Naruto is not good at chakra control since he did not learn bayakugo.

Rasengan on it's own has limited uses as it's hard to hit a moving target unless you can hold him in one place. Naruto had to get stabbed while holding on to Kabuto to hit him. It was called an unfinishe jutsu since chakra element wasn't added to it. Remember how much Konohamaru's mini rasengan achieved? So it was not going to help her much anyway.

It's still the said to be the greatest achievement in shape transformation, which Sakura has only barely learned.

So if Naruto is Defintely better at shape manipulation and elemental transformation (Some people think Normal chakra manipulation is up for debate), how does Sakura have better chakra control?

For me all three in the team are among the best at what they specialize in. Needle and sword have different purpose and aren't interchangeable that you can compare them.

Not only that but he also remotely controlled each of their shrouds to block attacks while they didn't have to do anything.
