Is Rock Lee's taijutsu better then Naruto's taijutsu?

First of all I wanted to say gai but his like the god of taijutsu so who's beater.

Erm in The Last his taijutsu is pretty freakin good. Messed Toneri's day up with one punch. He can use CES in The Last so yeah. I mean base war arc Naruto vs base war arc Lee there's no contest Lee wrecks him but post war arc an argument can be made for Naruto.
