The guy under the hood is Danzo.

Remember Danzo had an alliance with Orochimaru...therefore there allegiance is still intact and Orochimaru probably revived Danzo to resume their plans. Plus we never saw Danzo's corpse.

Seeing as Danzo has numerous Sharingan, and has a quarrel with Sasuke and berates him of being a low class Uchiha, this only makes sense that he has beef with Sasuke. He somehow survived his tetragram jutsu...
