I don't think that it's a rinnegan ability. Haku could perform 1 handed seals.

No Kishi was just inconsistent with showing Sasuke form the seals for Chidori in the original manga

It just further confirms that he is still missing his left arm, he blocked/attacked using his leg when the enemy was on his left side as well.
