The only explanation I can fathom is that he and Sakura aren't married and he doesn't consider Sarada his child. I know that's cruel, but I can't think of any other reason a father and husband would do that. He obviously contacts Naruto. If he does claim them, then he is a deadbeat...an obvious one at that.
