And by the title I mean the characters whose Ideology is great and earn the respect of their comrades by just being present.
My list from what we have seen,

1. Aokiji - Kuzan
2. Fujitora
3. Tom
4. Hiluluk
5. Whitebeard
6. Smoker

I might have missed some characters. You can fill the gaps

i think luffy would have to be in the top 10

We know Aokiji wants to do good, but his current actions and allies are yet unknown, too early to call him a character who has such ideology respected by all. Same with Fujitora, recently promoted, not everyone knows of his ideals or of his name.

My list;

Whitebeard (war feats, territories in peace under his flag)
Dragon (self explanatory)
Luffy (Mihawk said he had the power to make allies wherever he goes, respect goes hand with that I guess).
Mihawk (as the worlds strongest swordsman, there's no one who doubts his aptitude.)
Shanks (to put an end to a war, he clearly has the respect from the likes of BB, Admirals, etc.)
Gol D Roger (he started this pirate age, i'm going to end my list with gol)

No particular order. Though Luffy is yet to reach the level of respect from the rest of the list.

Zoro - Only Whitebeard could be manlier than him despite being actually a brat
Any top tier non-devil fruit users - With the development devil fruits are getting, i give prop to anyone who managed to reach high levels without one

I can get along with most characters posted above but this one..

Somehow Sengoku was annoying. He completely mishandled Ace's execution and lost control over the situation. His logic about public execution and all the secret revealing was silly. He didn't get any political or moral win and had to resign on a bad note whatever his past accomplishments were. No wonder he had to resign.

It maybe just me... but yea.

No character has an ideology respected by all.

OT: All of the Yonko since they can have all of those fleets.
Sengoku and Akainu should be on the list. Yes, yes, I know from our perspective, Sakazuki is a ****. However, from the series perspective, he's trying to protect the citizens of the world through any means. The safety of the world from criminals is his top priority. The Marines still follow him, and it was said the political top dogs were adamant about him being Fleet Admiral, Which means a great deal of respect.

Fisher Tiger and Otohime should be on there as well.
