Here is the mystery man.

There are 3 reasons on why Kishimoto is hiding the mystery man.


Reason 1. We already know him, so hiding him right now would make sense so that he is revealed in a more important chapter, revealing him now will devalue his character as of now.
If we did not know the person, hiding his would be next to pointless as it would not shock us when we see it as he would just be a stranger.

What do these pages have in common?

Kishimoto was hiding both Sasuke's and Naruto's eyes. Through the chapter we saw Sasuke's head and not his face because Kishimoto wanted to build up his new power reveal. Same goes for when Naruto saved Gai, kishi drew him covering his eyes because he wanted to show us Naruto's new rikudou eyes on the last page to end of the chapter on a good surprising note!

Maybe Kishi is hiding the mystery man because he has unique dojutsu!

We saw half of the mystery man's face, not his eyes, there has to be a reason to this.Reason number 2 would makes sense as the man having dojutsu would make sense since he would need to have powerful eyes in order to last against Sasuke or Naruto. Lastly to add to reason 2, he stated "Sasuke is a disgrace to the Uchiha", What would he know about the Uchiha? Maybe he is an Uchiha himself(linking with the dojutsu) , this could also answer why the blonde person has sharingan as he could be the mystery man's son but could have taken the hair colour of his mother.


Reason 3.

Both, We know him and he also has some sort of dojutsu.


To conclude this:

There is a reason why Kishimoto did not reveal the man's face. Since the manga is only going to be around 8 to 15 chapters building him up and displaying his skills would take too long and a formidable opponent would be needed, so instead of this, a quicker way to let the readers understand he is strong is to give him strong dojutsu.

I guess this is why some people think the masked man is Shisui. He's known to us all, and is highly skilled in doujutsu. Plus, Itachi is his best friend so it's not too farfetch of an idea to think that he will avenge Sasuke for killing his best friend. Still, I highly doubt it's Shisui.
