Toriyama originally wanted to end it at the end of Freeza saga, the fans wanted more. He then decided to end at the end of the cell saga, guess what? The fans wanted more. Even after buu saga the fans wanted more, but he didn't care, he was tired so he finally took a stand against his editors & fans and took a much deserved hiatus.

Fun fact: Toriyama also wanted Goku to remain deceased after the cell saga, and let Gohan become the main protagonist with only flashbacks and brief cameos of Goku. That is the whole reason the concept of Goten looking like Goku was created. However the fans & editors disliked the idea of no more Goku. A.T had basically no control over his manga & it would have ended very differently if he didn't let the editors & advisors stomp his original vision of his manga.

As much as it sucks, Gohan isn't the saviour. He never wanted to be a hero, he wanted to be a student. And the buu saga was amazing. It brought in the duo of Trunks and Goten, who were amazing characters. Vegeta finally had closure between him and Goku. Fusion was brought in with Vegito (the best designed character ever) and finally SSJ3 Goku.

And don't suggest that the story got bad after the cell saga, the story was never "good" in that way. It was always about getting stronger by working hard and ultimately saving the world, which all of the buu saga delivered on.
