Well the brand serves as a fail safe, If a Hyuga falls in battle is seals off their byakugan stopping it from falling into enemy hands, So i doubt he has stopped the branding.

So it's actually quite beneficial to the Hidden leaf that it says as a tradition

That's taken in if the Hyuuga clan actually accepts them as 'Hyuuga', since they weren't born with the Byakugan or the white hues. My best guess is they think of Himawari/Boruto like family, but not brethren among the Dojutsu. Unless Kishimoto gives them some hybrid Byakugan because they are hybrids, but seeing how he shits on anything not Uchiha. I doubt it .-.

Ah yes i forgot about that little detail.

But it seems to be Hiashi's decision, Since Hianta was first born yet hiashi favored Hanabi over hinata due to her ability. Unless it's a different rule for Girls than Boys.

doesn't work that way, anyone who is born second is in the branch house. Hanabi should be in hte branch house however japense cultur says a women cannot start a branch house so that would explain why hanabi and himiwari aren't in the branch family. Also since they lack the bykugan they probably aren't even considered hyuuga by hiashi or the rest of the clan.

But then there should always be hybrid
They can't marry in their clan even if they do then inbreeding should occur and their should be decline in their abilities and productivity due to inbreeding depression
