You need Lee's lvl of speed just to be able to use chidori, so we can asume kid kakashi's speed was already on lee's lvl.

You don't need Lee level speed to perform chidori. Sasuke happened to reach that level. Kakashi by feats wasn't that fast in Kakashi gaiden.
