I don't know. I mean he was technically Doffy's second in command and "Corazon". He should be significantly stronger than Pica. It's just Law eased him while enraged and acting hastily. We didn't see much of him.

On Punk Hazard. Pica's portrayal put him as a pretty mediocre fighter, while Vergo was at least proficient in close combat. Pica overrelied on his DF.

I'm sure he can. Vergo without using haki had incredible defenses so applying haki would help him out even more. I doubt Vergo gets taken out like Pica did from one shot. Vergo being Doffy's first mate makes me also believe that he's stronger than Zoro.
