If he lost it, it's a complete plothole. You don't run out of rikkudo chakra permanently as seen with Sasuke. Also, you can't use up a biju, as Naruto is confirmed to be the jinchuriki of all beasts. They can recharge. So, the 2 factors that could make Naruto lose RSM can not happen.
