Lol, as much as I am sick of it, Kishi made those two the biggest talking characters by constantly creating issues between them and handing them powers(sometimes). Unless, you're Itachi of course. @OP: If you're talking about them as adults we still don't know, if you're talking about part 2 then it was mostly Sasuke until Kishi decided to give 3 power modes at the last minute(honestly?) to Naruto.

Hokage Naruto doesn't have any hype or feats yet, accept being able to find bolt if he wanted to. The hokage being the strongest of his time isn't even portrayed anymore with the seat being held by Hiruzen, Tsunade, and Kakashi in succession
