I'm going out on a branch to make a wild prediction, but I think he is Hyuuga from the top attire he is wearing and Bolt's cousin. Noticed no color in his eyes, just a pupil, he may have Byukugan and also be Hanabi Hyuuga's son, or someone from the family line.
