This is part of what is known as "Black Liberation Theory/Theology."
Within this mentality, blacks are seen as a sort of sub-nation or tribe. The perspective states that the only people who can properly represent black people are other blacks. Placing a white man in power within a "black community" is like electing a German to the French parliament.
White people and any institutions perceived as being constructed by them (such as the police - even if chaired and operated by blacks) are seen as being the institutions of a rival nation and gang that need to be expelled from the territories occupied by blacks.
The goal is to place groups like the Black Panthers and Nation of Islam in power over these districts and to drive out the influence of local police and governments.

"Malik Zulu Shabazz, former chairman of the New Black Panther Party, descended upon the city the day before the protests began and he told supporters at a rally, “Shut it down if you want to! Shut it down!”
After the violence erupted the next day, he told a reporter his remarks were only condoning civil disobedience, not mass violence. However, he was “not surprised” by the protesters anger because they “haven’t received justice.”
Bloods, Crips and Nation of Islam members posed with one another on Saturday afternoon in Baltimore. The photo was posted on the Million Man March Facebook page with the caption “Bloods and Crips unite for justice for Freddie Gray #JusticeOrElse.”
The alliance between the Nation of Islam and gangs is not unusual. The Washington Times reported in 2013 that Nation of Islam leader Louis Farrakhan suggested that gang bangers are “natural soldiers” who could be taught the “science of war.” "
One must be wise in the coming times. The power of the sword is that of destruction. It can only create by virtue of that which it spares. As the final fibers of the Constitution yield to the flames of progress, the sword that has been long bound by its contract will be free.
There will not be a corner of America left untouched by war.
