That's a poor argument, It was not Raikage's job to counter madara's fire, hence he made no move.

Remember the whole reason Mei was important, because she can counter fire style and it's her job not Raikage's

Ok it wasnt Tsunade's job either but she had already moved and reacted before anyone else.

Before mei's suiton, before Onoki's rock sheild, before A, and before Gaara's sand.

It's not about reacting to a fireball. It's about causing them to disperse. If a fireball is coming your way, you won't be able repel it away. Tsunade's arm swing created a shockwave which was strong enough to repel the fireballs without enhancing them. Putting out a candle by swinging your arms is tough but Tsunade basically did just that to Madara's fireballs.
Well Tsunade's strength & the force behind her attacks are many time greater than Minato's that's for sure...however it doesn't prove her striking speed is superior...I'm pretty sure Tsunade can't flick a Kunai to V2 Ay's blind spot from close range before getting blitzed.

Yeah I never thought of it like that but fire is not a solid thing which can be grasped and Tsunade did not just take the fireballs and have it burn her but she smacked them back. Her arms must have swung really fast to accomplish that.

Its very logical, just think about real fire, can you actually smack fire, no.

Well if Tsunade's reaction was on par with Minato, I'm sure she could do that. Don't get me wrong, if Tsunade and Minato confronted each other, Minato would have completed his kunai swing before Tsunade could physically move but that's because Minato would start his action way before Tsunade.

If you look at the scan you see the fireballs bounces off her hands instead of his burning her hands, meaning she smacked fire back.

She was burnt. I think she just shrugged the fire off.

You clearly see the fire bouncing back. It should have burned her and stayed on her arms not bounce off them.

That specific Katon had some sort of a physical form, so Tsunade simply punched it back. But the interesting thing is what happened to the flames covering her arms when her Byakugou wore off.

I just saw the anime part of it and they made it like she used chakra to bounce the fire.

I believe he is the superior cqc combatant & while his bijuu level chakra, black lighning spam is featless...
...so is katsyuus' combat utiliy, that the former would be countering

It must've been solid. Tsunade simply punched them back. But about the flames - it looks like they disappeared. Strange.

The fireballs were deflected somehow even though you can't physically cause fire to move away. It must have been the currents of wind the fireball was travelling through which got deflected. That can only be done if Tsunade's arm swing is fast enough to create a shockwave.
