Yes.. I have said numberous times, Itachi is the smartest person in the manga.. But his time has ended while Sasuke hasn't.. No reason not to believe Sasuke has not gain the experience and knowledge to be on Itachi's level or better.. Especially living another 10-12 years longer.

I don't think experience has anything to do with it. Itachi didn't have the reasoning of a Hokage at the age of 7 because of his experience. Same goes for Shikamaru. I think "mother nature" can be the only one playing the role here.

Did you see how big 9 year old Sasuke's fireball was? It never got any bigger, and Sasuke never fully mastered his fire chakra nature, maybe he wasn't talented enough to master it? Obito and Madara on the other hand could spew out oceans of flame, While Sasuke had the same fireball the whole show.

Sasuke's affinity is lightning. Which would explain why his fireballs are small. Either way despite size they're more powerful than madara's or obito's. Being capable of ripping up the floor and incinerating ceilings.

It's the context of mastering. He mastered it, but with another way of executing it. If the same effect is used with repeated succession during battles, it's mastered. What actually the issue is here is the simple fact that you don't like a Rasengan that's not one-handed. Oh and the sweet irony here is that "your" is spelled with "you're" in your context.

A Hokage doesn't have to be excessively intelligent. That's what his advisors are for. First and foremost, he needs to lead people, be inspirational and whatnot. I just put that as an example, not the feat of any excess intelligence.
