It's not just in terms of power either. To beat the opponents they fought/fight at the level they fought at; takes knowledge, tactics and strategy. Even Part 1 Naruto (who wasn't the sharpest tool in the shed) understood this, when he took down Gaara.

It is true that there are some characters who are powerful even though they do not have a strong rank. But rank still does tell you the minimum skills that person has. And they are useful. There are only few exceptions. Just like in the real world, having a high rank means you are very skilled. Obviously, there are skilled people without high rank but that is rare.

and that does not take younger naruto, gaaras & sasukes special circumstance into account.

it has everything to do with the nature of ninjutsu as a static , quantifiable mechaism, combined w/ the lack of experience & maturity of academy students & the titles of gen-chu-jou-nin & kage all being superfluous titles in the face of ninja specialization(combat vs support vs non-human entities; etc) & feats

for ninety-five % of the narutoverse level or ''strength'' capability is blatantly & objectively defined by jutsu priority & not some arbitrary interpretation of a characters characterization in the plot & story
