Don't judge this is personally what I think. I don't like to include jubi jinjirrki's to the list. Now here it is along with why I chose them. some of them are equals in their own right so that's why I involved both of them in the same spot
0. Kaguya
1. Sage of 6 paths = his brother- too close to call. siblings who took down Kaguya had to include them together
2. Indra=Ashura- Also had to put these 2 together. sons of sennin
3. Naruto=Sasuke- once again equals and possibly could be stronger than Indra/Ashura but i doubt it
4. Hashirama- god of Shinobi best of his time, he beat madara who possessed his cells and rinnegan
5. Madara- feared throughout the world
6. Obito- rinnegan, Senju Dna, and that statue couldn't be ignored.
7. Minato- fastest shinobi to have ever lived
8. DSM Kabuto- possessed greatest of jutsu, Sage mode, very intelligent
9. Tobirama- called fastest shinobi ever before Minato, Edo tensei greatest suiton user in series. greatest tactician
10. Itachi- best Uchiha, susano'o, tsukuyomi, amaterasu, yata mirror, sword of sealing. definitely puts him up there.
honorable mentions
3rd Raikage- although tough and skin stronger than steel i feel he can be outsmarted yes he did take on shinobi for 3 days straight before dying but they weren't jounin level nor had anything to counter his attacks.
Shisui- Had the feeling he was stronger than itachi. KA>tsukuyomi. fastest uchiha. but since he lost to danzo i couldn't give him a place
Danzo- very strong but i feel indifferent about izanagi. And was killed pretty easily everytime by sasuke. Arrogance led to his down fall.
