It's possible. Both Temari and Karui moved from their respective villages to live with their families in Konoha. Perhaps this other team member has a parent that relocated to Konoha after meeting someone in the War. It could also be some type of exchange program that would help keep the Alliance between the 5 countries stable if he was indeed from the Mist.
