I can't believe people can keep deny this. Sasuke literally teleports. His movement speed is instant. Unless you're claiming that Naruto is moving at the speed of light, Sasuke is faster than him.

Minato is faster than Naruto.
Tobirama is faster than Naruto.

Naruto is faster than them in foot speed when we don't include S/T ninjutsu. But when they use all they got Tobirama, Minato and Sasuke are faster than Naruto.

And in terms of foot speed, Naruto still isn't the fastest. Gai in 8th Gate is faster than him just as Kaguya is.

RSM Naruto could barely block when Sasuke appeared behind him and still had time to activate Chidori.

As evidenced by the fact that with or without distraction Sasuke couldn't even touch kaguya while Naruto EASILY took off an arm. The only time he can even half way blitz Naruto is either with distractions or the bijuu powered susanoo.

Teleportation is considered speed in Naruto. Tobirama is considered the fastest of his generation because of FTG.
