It's pretty obvious Kishi was planning to have Kono be a "2nd Naruto" until Bolt came in and took that role from him.

Based off of what exactly do you say that ? Just because the kid said something in chapter 2 that doesn't mean it's happening. Kishi most likely won't even address Kono's hokage subplot and he most likely will not even get any major development. It could have been a possibility if he was Bolt's sensei, but that's Sasuke.
