Well to be honest ST hasn't been used on an individual human full power so there's the reason it is underrated. But if someone were to be hit be hit by a full force ST I doubt, unless they are gods or healers, will survive the attack.

Nope u only get Rinnegan after awakaning Hagoromos chakra directly or mixing of Indra and Asura's chakra to get hagoromo's chakra indirectly.Even naruto didn't awaken Rinnegan despite of getting Hagoromo's chakra
