i don't want to to Photoshop anything i want to create the anime pictures but i don't know how to...

Hmm If u want to create,u can just draw something and put in Photoshop.If u want to edit pictures u also need Photoshop or Gimp or whatever program to edit pictures,

What do u want to do? Create a new picture without any previously made by someone,or just edit some pictures?

First step is sketching a line art to do on PC you'd need a tabled, otherwise pencil + paper. Then you scan it and put it in a program; Photoshop, Paint Tool Sai, etc and do the line art, then you "Ink" or "Colour" it.

I just told him how to draw something from scratch and colour it like stocks. I hope that's what he wants, b/c I didn't quite catch it all either. Lol

If you mean to crop and simple edit a stock then there are plenty online editors where you can do that without having ps.
