Then why is General Cannon a move he can only use in the Shogun? Wait, didn't one of those Fishman Pirate executives survive Radical Beam? Doffy definitely survives it. Doffy is physical stronger than Luffy so Robin cannot hold him back with her strength. Don't make me use the Riker Signal.
