The genjutsu itself acts as a contact. That is why when minato broke obito's contact the genjutsu also ended. The contract abd the genjutsu are one in the same. Read the manga better.

Don't need to as long as the blood or chakra was made with the seal. Obito did the summoning technique so the prerequisite of it, should have been done.

No shit are you retarded I just said he can summon them but then will need Genjutsu to control it. Summoning them doesn't grant you automatic control over what you summon.

Madara summoned it but had Kyuubi in Genjutsu.
Obito summoned it but had Kyubi in Genjutsu
Sasuke summoned Manda and put it in Genjutsu.

Manda disrespects the shit out of Orochimaru and Kabuto and would even kill them.
Gamabunta disrespects Jman and Naruto because he doesn't like being summoned.
Enma disrespects Hiruzen in their dialogue.

A summon doesn't have to cooperate with whoever summons it and can even turn against them. The beast must willingly cooperate when summoned and if not, the Uchiha can cast their Genjutsu to control it, just as mentioned above and theres no way a tailed beast is fighting willingly for Sasuke so yeah, AFTER he makes the contract and summons one, he'll need Genjutsu to make it his weapon.
