kisame though he was talking to yagura but it appears that he's obito.

Obito was controlling 3rd mizukage when zabuza tried to kill 3rd mizukage in order to take over the mist village.

He tried to kill him but he failed which give us hint that they actually fought each others.

You can't kill someone like kage without trying to fight him.
