Of course not, but I am definitely one of "those" people who go by feats rather than just saying they "can". Nagato is the better Rinnegan user compared to both Madara and Sasuke. Give him Sasuke's Rinnegan eye, and Sasuke loses, badly. The time he had to master the Rinnegan compared to those two is not even debatable.

I stoped caring about this when I realized it wasn't about Sakura.
But still Sasuke and Madara used it better and even had different levels of it.
Like Naruto was a better user of TSB
